Governance
Gewiss wird heute Governance in unterschiedlichen Disziplinen verwendet, doch findet sie ihre Wurzel in die Wirtschaft. Allgemein wird Governance hier verstanden als das Gesamt aller nebeneinander bestehenden Formen der Regelung von Sachverhalten. Dabei sind folgende Grundsätze besonders relevant:
- · Verantwortlichkeit (Responsibility)
- · Transparenz (Transparency)
- · Rechenschaftspflicht (Accountability)
- · Fairness
Gerade in Entwicklungsländern, wo die Handlungsfähigkeit des Staates ohnehin erheblich beschränkt ist, spielt die Governance-Perspektive eine bedeutende Rolle. Bei der Regelung gesellschaftlicher Sachverhalte müssen alle Akteure (sowohl staatliche als auch nicht-staatliche) miteinbezogen werden. So können die Schwächen des Staates ausgehebelt werden. Unsere Aufgabe besteht darin die unterschiedlichen Partizipationsmöglichkeiten, die der Governance-Ansatz bieten aufzuzeigen.
